Is there a way to create notifications when a user receives an activity with same subject and “from same email adress” that an activity that is already assigned to some another user and is being worked on?

We do not have a way to create notifications for your use-case. Our alarm node allows users to set conditions to send notifications but do not contain granular fields such as ‘subject’ or ‘from email address’, only high level field such as case/activity status, substatus, age, etc.. : Configuring Alarm Node
