Is it possible for a user who is not part of the user group to get permissions to pick and pull activities from an email queue? Or do they need to be part of the user group associated to that email alias? Being the answer affirmative (user not part of a user group but with permissions to pick and pull activities), is there a limit of how many users can have permissions to pick & pull without being part of that User group?
Yes, it is possible to have users to have individual permissions to pick and pull activities. You can even have individual users be pushed activities using the push routing capabilities. There is no limit to the number of users that have permissions, whether they are outside of the user groups or within the user groups.
As a best practice, it is best to have user groups for those permissions, only because it is easier to administer the entire group at once, instead of user by user.
One other thing: if your system uses SSO with Auto-Provisioning, I’m not sure what happens with the individual permissions that are given to the user. If you add a user to a new user group from within the Administration console, the next time that user logs in, their user group membership will be reset. But, with individual permissions, I don’t know if the user’s permissions get reset back to only what they get from the user groups.

In above SSO scenario, permissions added at user level remains same but any permissions acquired through group will reset when user logs in via SSO.
